MBBS v10 and windows server 2019

Good afternoon everyone i am kind of new to MBBS , i have run WWIV and Synchronet and other BBS'S back in the 80's and 90's has been many years i dont play around with BBS's but i have been trying to install and setup MBBS V10 using Windows server 2019 , it installs just fine but whenever i try and run it i get an error - WGSMSX Cannot create "GALDNS.mcv"
i have searched these forums and online and honestly cannot find why this error is happening, any help would be greatly appreciated!

folder permission for write access maybe? i recently moved my entire bbs network onto 5 hp elitedesk mini pcs all running win10pro
and i ran into some write errors i wqas not used to on winxppro

Are you running it as Administrator?

yes i am running as an administrator. also permissions all look good will double check everyything.

run GALRIDX see if it creates the files. also try running WGSMSX.EXE from within a cmd windows with admin access see if it runs.
"ie: WGSMSX WGSMAJOR"
