Full install of MBBSv10 R30 doesn't create wgserv.cfg

I tried to do a fresh install of v10R30 on a fresh windows server 2019 server as a test and none of the utilities will start with "cannot find wgserv.cfg" looking in c:\bbsv10 does not have the file. can anyone else also try a fresh install on a fresh system?

Thanks for the notification, there's definitely an issue with the installer.
